What service is being provided?
The Essex Addiction Recovery System is made up of several services commissioned by Essex County Council in order to support individuals to recover from addiction and other needs. Your data will be processed as described below in order to provide you with this support.
What personal data do we need from you?
Each commissioned provider will collect data in order to provide each service. The data is likely to be:
- Forename, Surname, Date of Birth, Gender and Title
- Address, Phone Number, Email Address
What ‘special categories’ of personal data do we need from you?
- Ethnicity, Nationality, Religion, Sexuality
- Disability
- Personal history
- Social circumstances
- Physical and mental health information
- Prescribing information
- Safeguarding information
- Disclosed criminal activity
- Identified risks and/or vulnerabilities
- Previous treatment

What will your data be used for and what gives us the right to ask for it and use it?
Providing public health services to you, including:
- All Age Recovery Coordination Service
- Community Rehabilitation & Psycho Social Intervention Service (SHARP)
- Health and Criminal Justice Pathways (Health & Justice)
- Integrated Support, Advice, Recovery and Mentoring Service (Futures in Mind)
- Offenders with Complex and Additional Needs (Full Circle)
- Specialist Treatment & Recovery Service (STaRS)
- Structured Alcohol Interventions (ARC)
Planning and improving services
Preventing or detecting of fraud or crime
Research using anonymised personal data. If we wish to use your identifiable personal data we will seek your permission.
If we cannot use your data, commissioned providers could not provide you with Public Health services on behalf of Essex County Council
Our legal basis for using your personal data is:
Necessary to meet a legal obligation or for a task in the public interest in line with the following legislation:
Section 12 ‘Duties as to improvement of public health’ – Health and Social Care Act 2012
Our legal basis for using your special personal data is substantial public interest on the basis of the above legislation.
Who else might we share your data with?
- GP (For prescribing services)
- Pharmacies (For dispensing prescribed medication)
- Your Next of Kin (where appropriate; in an emergency or to confirm wellbeing if we are not able to contact you)
We might also share with other organisations in order to provide you with a service. You will be advised of this and asked for your consent.
Your information may be disclosed or shared without your consent in the following circumstances:
- When it is required by law or the order of a court
- When it is necessary or expedient to protect the welfare of any person (for example, safeguarding)
- When it is necessary or expedient to enable another public body to carry out its statutory functions
- When it helps us to carry out any of our functions
- When it is in connection with the investigation of a criminal offence or criminal proceedings
